Your sister is very young so it is not a bad thing if she didn't have a boyfriend yet. She is only 13 so there is plenty of time to worry about relationships and what they entail from emotional angst.
I would deal with her self esteem issue; At her age, it is normal to be riddled with insecurities especially these days.
Be a supportive sibling by building her confidence and cheering her on into being the best she can be in all walks of life. Encourage her to join a gym or do whatever it takes to help her body image. Advice your sister to try and do her best in school as well as developing other interests and hobbies. Your young sister should know that confident is beautiful, intelligent is beautiful, successful is beautiful; It is not all about looks.
From then on with enough confidence in herself, she will attract attention. There is nothing like the magic of self-esteem to draw people to you like a magnet.

13 is young, and its not a necessity in life to have a boyfriend/girlfriend, its just the beging of teenage life, hermones and all that, forcing a boy on her self now well only be distruvtive, i am not an exaple 2 be followed but i am 22 and didnt have a gf, that doesnt mean i am bad looking or dumb, it just means i nvr found a girl whom we can be that close, fill the time so the needs is filled positivly, just as sil. said, hobbies, activities, part-time job something simple wont be a bad idea, something she enjoys doing, this will also help her find some1 with mutual intrests and foundation
Hey I am 13 and I have had pleanty of boyfriends but then again I dint get my first real boyfreind untill I was 11 and in 6th grade. She thinks that she is ugly because that is what we do, We just came into teen life and if that one boy that doesnt like her or she thinks that no one likses her than she is going to think that she is the uglyest thing alive. But she isn't she just thinks that she is. Talk to her and let her knowthat she isnt ugly and if no one likes her now than wait untill she gets in to high school there will be pleanty of guys likeing her...hey you never know she can have the hole school likeing her.!!!!!!!
