I have been with my boyfriend for about 14 months and he breaks up with me and then comes back over and over again. He said he's confused! like when we break up we still talk and make out and everything like we didn't even break up.
What does this mean? Does he want to be with me?

This is unacceptable! If he decides to break up with you, then comes back once, then it's ok, but to repeat this over and over again, No Way!
You are not a toy for him to take back anytime he feels like it! What confused ?! You should make things clear to him, it's either you stay in a relationship and not mention the breaking up, or that's it!
If you both want each other, then don't break up!
