My problem isn't usual I think. I am attracted to a guy that is in my class and I think that he loves me. I asked him more than one time “whom do you love”? But he didn't anything. And even if he loves me I don't think he will tell me because I am the ex girlfriend of his best friend and he thinks that he needs permission from my ex boyfriend or he thinks that I still love his best friend. What shall I do? Shall I tell him my feelings even if I am not sure about his feelings or shall I ask him another time or do something else?

On what basis do you think that he might be interested in you?
You have to be sure before doing anything.
Try to talk to him, and slip in the thought that you are not interested at all with your ex. , and that you would like a new relationship with someone.
Try to give hints, and don’t be too obvious, and see how he will react.
